He was actually employed to draught and pass Ordinance No 3 of 1857 which remained in force from May that year to May 1858.
H.B.M.'s Lubouchere, though not effecting on the part of H.M.'s Government to give the experiment a trial, nevertheless, whilst Secretary of State pointing out some very palpable defects in the Ordinance, stated that he felt "very little confidence that its general provisions would work satisfactorily." Nevertheless, every one here seemed originally disposed to test the experiment fairly, whilst the Governor (Sir John Bowring) exhibited much anxiety on the subject and must be admitted to have taken very great trouble in connection with it.
